Decision of the Expert Commission on the new technology used in the construction of Moscow:
1. To agree with the positive expert opinion of the State Unitary Enterprise NII Mosstroy.
2. To recognize the appropriate use of insulation slabs and articles thereof (foam glass Neotim) in the construction of Moscow.

2. Moscow State Unitary Enterprise Scientific Research Institute of the Moscow construction NII Mosstroy. Conclusion on the results of tests of insulating material "Neotim" in the laboratory of durability of building materials and sealing.

1. Indicators of physical and technical properties of insulation material Neotim conform to the requirements of the State Standard Specification GOST 16381-92 "Building insulation materials and products. Classification and general technical requirements for building insulation materials and products used for thermal insulation of building structures, equipment and pipelines".
2. Studies on the longevity of insulation Neotim according to the test methodology MI 12.03-2003 "Guidelines for the assessment of service life (durability) of polystyrene heat insulation (wall, roof) for the period of operation up to 100 years" showed that changes in indicators of physical and technical properties after 100 cycles of accelerated testing are much lower than limit values.
3. Thus, the durability (service life) of the samples of insulating foam glass material Neotim presented by DlNio Ltd. is more than 50 years of service.
4.It is necessary to conduct longer trials to determine the maximum possible lifetime of the given insulating material.

3. "Central Research Institute of Building Constructions named after V.A. Kucherenko, branch of the Federal State Unitary Enterprise Research Centre "Construction"

1. The Institute has developed technical conditions and conducted certification testing (Minutes № L-4/06 on April 20, 2006) of the foam glass Neotim (China).
2. Foam glass Neotim meets all current standards of the Building Regulations for durability, thermo physical parameters as well as standards of the Building Regulations "Fire rules", "Fire safety of buildings and structures".
3. Foam glass Neotim has been introduced during the reconstruction of covering of the thermal power plant "Kosino-Zhulebino"- more than 10000 m2.
4. The use of foam glass is recommended for a number of other objects, in particular for manufacturing buildings of Inteko Ltd.
5. Monitoring of the structures using foam glass showed their high reliability at constant and variable loads as well as under climate impacts.

1. Certification tests of foam glass insulation material of Neotim brand showed that the material has high compressive strength (7.3 kgf/cm2), low water absorption (0.7% by volume), thermal conductivity (0.048 W/m K) and low density (140 ... 160 kg/m3). These indicators as well as incombustibility of the material allow us to use it on the covers of buildings and structures as well as in walls, floors, pitched roofs of attics, etc.
2. Given the above insulating slabs Neotim can be recommended for warming facilities of the "Airport terminal "Vnukovo-1".

Having considered the submissions on the products of foam glass Neotim we are to announce that due to its technical characteristics this material has good operational properties: high fire resistance and low water absorption, it is suitable for the insulation of aboveground and underground pipelines, technological and tank equipment (including in the northern climate zone).
